Client: DT-Global/Australia’s Department for Foreign Affairs and Trade (DFAT)
Need: Monitoring, evaluation and learning (MEL) partner for the Scaling Frontier Innovation (SFI) program, the AUD$14 million program to support the scaling and increased effectiveness of social enterprises by supporting all aspects of the impact investing ecosystem: innovators, incubators, brokers, and capital providers.
Response: Serving as long-term MEL partner to DFAT:
- Co-create and operationalize a hybrid traditional-developmental evaluation approach over two years.
- Revise and validate the performance framework, adding a gender lens and partnership component.
- Deliver Quick Wins on impact monetization and learning from open innovation challenges.
- Carry out strategy, component reviews, investigative studies of learning questions,
results reflections, and final program evaluation.
